which says and saying..
"which" 指代最近的名词。
“saying” 动名词，表结果，或者伴随
是主句主语动作的延续。。这里应该是 proposal 的saying....
子句的动作发出者不同。意思就不同

那个后面的内容是反驳这个proposal的吗，所以主语应该是oil industry 吧，所以是C
