I would greatly appreciate an explanation of the solution. I don’t understand the explanation in the book .

排列组合问题啊这是。
就是用多少个格子写里程数就能表达任意一个城市到其他城市的里程。
就是7个里面选两个，不排序啊。典型的组合问题。
