我也刚做这几题,偶也都错了,想了一想,大概是这样吧:

“Government” does not exist as an independent entity


defining policy。government不是独立的制定政策的,而是受一帮人影响,这帮人受选民影响。所以government制定某政策,其实是因为选民不想要别的政策。

第2题的e是不是说政因为如此,才有钱去Invest啊。如果保费马上用于赔保就不行了
