In an attempt to reduce the crime rate, the governor is getting tough on criminals and making prison conditions harsher.

art of this effort has been to deny inmates the access they formerly had to college-level courses. However, this action is clearly counter to the governor’s ultimate goal, since after being released form prison, inmates who had taken such courses committed far fewer crimes overall than other inmates.

这个题目就没太明白，题目说，为了降低犯罪率，政府把监狱条件搞差，也不让罪犯上课去了。但是，却适得其反，因为从监狱出去的，上过课的，2次犯罪率比没上过的少。（犯罪率少了不正好是政府的目标吗？难道政府希望犯罪率高了才好？）结论应当是：政府的政策是得其反。

OA是什么？我帮你分析一下，看看有没有道理：

题干说：政府为了降低犯罪率，不让囚犯上大学课程了。结论是说这个做法与终极目标相悖，因为上大学课程的话犯罪率会低。

要求是提供假设：假设其实就是加强结论的功能，就是说不应该取消大学课程，选项D正好起了这个作用，就是说上高中课程效果不如上大学课程好，其实换句话说，就是不上的话效果不好。

不知道OA，解释不一定正确。

题目中说拿过课程得人, 出狱之后, 犯罪少了

前提是需要保证这些人本身并不比其他人老实

如果本身就老实那上不上课可能也没多大影响

答案就是C哈，我理解是题目想说上过课的罪犯出去后就犯罪少，前提是这些人没上课前是和没上课的人一样坏滴
