问2题类型不太常见的题目

感觉这两题题目本身比较难理解，解题思路似乎也大多数题不太一样唉，请教大家啦

你被诺贝尔初选委员会提名，之前我们要通知你，征求你的同意，只有你同意之后，才是真实的候选人。

同时在你同意前，我们还要告知你，有关其他真实候选人都是谁。

这里就出了一个问题：时间上是矛盾的

征求你的同意之前，我们无法告知你真实的候选人都是谁，因为你也有可能成为真实的候选人，如果你将成为真实的候选人，那其他真实的候选人就应该还没产生。

有点不好理解。

但有一点我好像明白了，就是只有最后一个人才知道其他prospective nominee是谁

第二题，with the action taken by the other countries when it had completed its action.这句话不理解啊？？？
