我跟楼主一样，刚开始也是选了E，而且还坚持E是对的，因为认为E的benefit only those与选项中的would not otherwise be able to win相对应，不过后来看了看别人对C的论述觉得有道理；再回过头看看E，发现benefit only those who commission the projects扩大了范围，因为原文只说是US firms，没有说所有的cor。
