Ving现在分词短语的指代问题

应该说Ving现在分词的指代问题是一个比较纠结问题，但一般优先考虑就近指代，如果没有逻辑错误的话。小弟关于OG12的SC113题的B选项中“already stimulating”指代不解。

106.Marconi's conception of the radio was as a substitute
for the telephone, a tool for private conversation:
instead, it is precisely the opposite, a tool for
communicating with a large, public audience.

(A)Marconi's conception of the radio was as a
substitute for the telephone, a tool for private
conversation; instead, it is

(B)Marconi conceived of the radio as a substitute

这里的C选项中的“already stimulating“默认就近指代“the new maritime code"，而且逻辑很正确。
但是OG解释“the sentence does not make clear what is "timulating....disputes"。
这我就很困惑，请大家帮忙解释哈。
