我觉得该题的落脚点是这样的(最后一句话):因为医生有有最终权决定病人是否服用什么药,所以错误处方不会太常见。关键点在于:是否医生能成功决定病人买什么药呢,万一病人不听怎么办~所以E:是否医生能帮病人进行合理的处方选则,在以前处方没有效果的前提下。
C:医生与公众是否接收同样的广告与错误处方变少无关。
D:新药广告途经这个也无关。

这个argument归纳为一句话,就是“因为最后有医生把关药方,所以公开做药品广告没问题”。

所以要evaluate就是医生的把关是否有效,所以E是最佳选项。
