同意了LZ的观点，但是再补充下逻辑链。 首先，大背景是：vast majority of false fire alarms are prank calls made from fire alarm boxes.这句话说明，大多数报假警的都用得公共电话 然后开始说：sincevitually everyone has access to a private telephone, 这些公共电话没有用了。这句话其实已经对应了结论中的without hampering people's ability to report a fire.
结论有两部分，1，removing the boxes will reduce the number of prank calls 2, 不会影响人们报警的能力 论据可以支持第2个；但是至于，减少box---到----减少prank calls中间有个gap: 就是，用私人电话打，prank calls 会下降
弥补这个Gap：也就是 私人电话能被追踪。加上这个论据后，两个结论都得到了有力的证明，most strongly support this claims
