The authority plans to finance these improvements over the course of five years by raising automobile tolls on the two highway bridges along the route the rail line serves. Although the proposed improvements are indeed needed, the authority's plan for securing the necessary funds should be rejected because it would unfairly force drivers to absorb the entire cost of something from which they receive no benefit.

这题为什么不可以选C要选D呢？当时选择就是在犹豫这两个

如果我理解正确的话。这个题目说的是火车乘客和小车司机，收费是在去火车站必经的桥上。
所以C中commuters采取了批量购买的方式以少付钱，但不会有力的上影响收费站的效力。D中由于全段铁路越来越好,也使用司机的血汗的（since been improved)，所以人跑了。
后还有一题

选D，但C中可以看出有两种人
