A certain mayor has proposed a feeof five dollars per day on private vehicles entering the city, claiming thatthe fee will alleviate the city's traffic congestion.  The mayor reasons that, since the fee willexceed the cost of round-trip bus fare from many nearby points, many peoplewill switch from using their cars to using the bus.

个人觉得E是讲开私家车占交通拥挤的20%,跟市长说只要那个fee超过了那个cost大家就会去选bus,好像没有神马关系啊也就不能提供evidence给mayor啊

交通拥挤中,有20%是由市内的轿车造成的。言外之意是80%是由市外的轿车造成的,市长这措施就是针对市外的车的。
那不就是抓住拥挤问题的核心群体,不是轻微地support了一下吗?....哪来的削弱?
