我对原文的理解是，就是boxes报警有的是假的，而大家都可以用private telephone，那么把boxes去掉不会破坏公民上报火灾的能力，而且还可以减少假的。选项问支持，那么就该说private phone有boxes的作用。所以在AC中纠结。感觉C不太有关系。请大家指导~
