Investigatorsconcluded that human failure was not responsible for the fatal airplane crashlast August, and since that time new and more stringent rules for identifyingand reporting mechanical problems have been in effect. That accounts for thefact that reports of airplane mechanical problems have increased in frequencyby 50 percent since last August.
Which one of thefollowing is an assumption underlying the argument in the passage?
(A) Airplanetravel is still relatively safe, despite the increase in reported mechanicalproblems.
(B) Mechanicalproblems in airplanes have increased dramatically since last August.
(C)Mechanical problems in airplanes have not increased by 50 percent since lastAugust.

答案选的C,我选了D,虽然我不认为D是对的,但我怎么也看不出来C为什么对了,麻烦哪位大牛解释一下?

Use negation method.

If echanical problems in airplanes HAVE increased by 50 percent since lastAugust, then the original conclusion (more stringent rules of reporting  mechanical problems would NOT account for the 50% increase in reports of mechanical problems) would be wrong.

Hence, C is the assumption.
