个人意见：

问的是assumption（假设，前提）
将C放在文章最前面，变成Improved telecommunications technology will not be generally applicable to the needs of all customers （C选项）Advancement in technology occurs primarily in areas in which customers have expressed an interest.
这样的逻辑最符合题意。就选这个了。
