The reason against C is that it uses qualifiers such as ALL and THE MOST. These are too extreme for a correct choice. For example, in the simulus, it only says that the new road becomes crowded, not the MOST crowded.
On the other hand, Choice B is an attractive one. Since if a few roads were closed, people would think that the traffic would become worse. So they won't choose this road system and pick some other routes. As a result, the road would become less crowded and the time spent thereon would be shorter.
