It is true that it is against international law to sell plutonium to countries that do not yet have nuclear weapons. But if United States companies do not do so, companies in other countries will.

(A) It is true that it is against the police department’s policy to negotiate with kidnappers. But if the police want to prevent loss of life, they must negotiate in some cases.
(B) it is true that it is illegal to refuse to register for military service. But there is a long tradition in the United States of conscientious objection to serving in the armed forces.

还有就是这种题目是类比么?我一战和做prep的时候都没有遇到过,关于这种题目的做法,能否指点一下?谢谢!

Yes, it is an analogy type of question. Similar to all kinds of CR questions, the first step is to analyse the argument made in the stimulus.

Stimulus: It is illegal to do A. But if US does not do A, someone else will do A.

Then you screen the answer choice, analyze their logica structures, and try to find a similar one.

D) It is illegal to do B. But if the defendant had not done B, someone else would have done B.

Bingo.

On the other hand,
E) It is illegal to do C. But people do C all the time.

See the difference?

One more thing, when trying to find an analogous logical argument, you have to try to copy almost everything of the orginal argument in the correct answer, include the type of the argument.

original sentence: if A doesnt do, B will do.

only D serves this logic.
