The passage only give a statement that "there is huge geographical variation in the
frequency of many surgical procedures." You can call this evidence/premise.

Then the question stem gives you a conclusion "much of the variation is
due to unnecessary surgical procedures" and asks you to find a strengthener for the argument. Basically the argument says that the variation of the operation is due to UNNECESSARY SURGERIES, NOT due to things such as variations of the disease or availability of able doctors.

B) says that the variation is unrelated to factors other than the surgical procedures themselves. This is a correct strengthener of the conclusion.
