A rise in thepercentage of all 18-year-olds who were recruited by the armed services of asmall republic between 1980 and 1986 correlates with a rise in the percentageof young people who dropped out of high school in that republic. Since18-year-olds in the republic are generally either high school graduates or highschool dropouts, the correlation leads to the conclusion that the republic’srecruitment rates for 18-year-olds depend substantially on recruitment ratesfor high school dropouts.

correlation vs. causation.

There are two sources of 18-year-olds for arm recruits. The argument says the source is the dropouts. The weakening statement says otherwise.
