所以D选项Many commuters opposing the mayor's plan have indicated that they would rather endure traffic congestion than pay a five-dollar-per day fee.是无关的。跟前提条件 since the fee will exceed the cost of round-trip bus fare from many nearby points没有任何联系。

而C 选项 Most of the people currently riding the bus do not own private vehicles.

说的是目前做公交的都是没有车的，只是说的成公交的这一群体，而没有说开车的，所以是无关的

D 其实不对，d表达的是开车人宁愿堵车也不愿多付钱，重点是不愿付钱，题干表达的是，宁愿多付钱，开车人都不愿乘汽车
