题目的意思是：

Aroca County这个地方的公立学校，其学校经费主要是依靠财产税。当地政府决定减少财产税，同时增加3%的消费税用于当地公立学校的经费。这个消费税就是购买商品就会有，消费税要低于财产税，但这个计划并没有减少当地的公立学校得到的经费，因为什么？

这道题的关键在于，sales tax 和 property tax之间的收益比较，sales tax的收益比property tax要少一点，但这并不影响计划的实施，那么是为什么？那么，很明显作者接下去想表达的意思就是关于为什么sales tax可以弥补这种收益不足，说白了就是接着讲关于sales tax的事情。只有这样，你才能解释为什么 sales tax 少但是也能实行计划。

A：因为高的财产税，所以离开，那么没有解释为什么sales tax可以达到目的，排。
B：shopping mall 可以吸引更多的顾客。但是也没有直接讲sales tax的事情，但是 shopping 跟 sales有关，可以留着。
C：这么长的句子，扫下来，你会发现关键的几个字，private school， not funded by the country。很好，题目所说的public school 与选项所说的private
school 就不是一个东西，再加上与这个country无关，那么你怎么能用无关的东西来解释你想要知道的东西，所以，排除。
D：先不说这个是加强还是削弱选项，选项所说的事情跟题目问的就不是一件事，我问的是为什么sales tax 少还能实施计划，你告诉我，没人支付 property tax，所以你想说明什么？？错，排除
E：终于说到了有关sales tax的事情，但是你告诉我说不能absorb，本来我这个sales tax就少，你又告我不能absorb，那么我怎么能告诉你，这个计划还能正常实施。明显不对，错。

逻辑题要客观，不能自己脑补，但是，选项看下来，只有B 还算说得过去，然后你必须得选择一个

所以，答案 B。一点小见解，希望对你有帮助。
