A: was or was not 表达不简洁而且时态也错了；改用whether引导从句来表到是否的意思更好；而且从句子的逻辑意思上判断这里也需要的是whether；
B：whether or not 表达不简洁，直接用whether就可以了
C: 正确
D: was any better改变了原句要表达的意思
E: for determining不符合表达习惯，表达目的是用to; is or is not 也不简洁
