Anthropologists assert that cultures advance only when independence replaces dependence---that is, only when imposition by outsiders is replaced by initiative from within. In other words, the natives of a culture are the only ones who can move that culture foward. Non-natives may provide valuable advice, but any imposition of their views threatens independence and thus progress. If one looks at individual schools as separate cultures, therefore, the key to educational progress is obvious:

完全理解A是正确的。但我始终不明白B的错误。B也是说indepence很重要啊。。。。

把每所学校看作独立的文化个体的话，要取得成功的教育，需要每个学校个体能摆脱外部束缚并实现内部创新。
原文很清楚说明the natives of a culture是取得成功的唯一条件。
B讲的是学校间的对比

关于B举个例子：身高1.8米以上者可以入选。A比B高1米，A可以入选吗？B可以入选吗？无法得出。

yes, B mentioned about the importance of independence, but never mention how independent it is can be a standard to make cultural advance... therefore, is not suitable for "best" answer.
