(from yizhutou)说一个公司大部分head 退休了。而公司里qualified的能当head的employee只有1半。这个公司不打算招人，不打算减少department.于是大部分的department都会without head, since the company will NOT________________________________

对比了一下狗狗和变体，我觉得无非就是三个措施（红线部分）。
所以狗狗后面的答案是不是 have current department heads take over more than one department ？（因为排除了另外两个）

上面两个量相乘应该得出The amount of revenue that Altonville collected from property taxes 降啊

好像答案是A，但是我觉得是C 请明白人指点
