(1) The lower limit for the estimate of the population was 330,000 people.
(2) The lower limit for the estimate of the total income was $5,500,000,000

LZ 你看下是不是这样的：
由于题目中说“both estimates had lower and upper limits”，而下面的Statement1）和2）都只说了"the lower limit for the estimate" ，
只有下限而没有上限，因此条件仍然不足，所以选E。

这题我原来选C,后来做错了，我往回推，我也是像你这么想的。
我做题的时候想，既然下限的平均值都超过16500了，那上限的平均值肯定更高，所以平均起来per income应该也是超过的。我这么想是哪里错了呢？？
