In the years since the city of London imposed strict air-pollution regulations on local industry, the number of bird species seen in and around London has increased dramatically. Similar air-pollution rules should be imposed in other major cities.

我的逻辑是这样的：

London imposed regulation on local industry--->number of bird species seen in and around London has increased dramatically--->similar rules should be imposed in other major cities

根据取非削弱的思路：
若将A取非，则说明air-pollution problems are not caused almost entirely by local industry.
可是这并不能削弱结论阿？？

不理解。。。
