请教阅读JJ第3篇性格与工作关系 “问经理人具备哪些素质”这道题

此题我看很多人给出的答案是outgoing and organized 理由是 organized文中有提到需要lead, talk and organize staff
好像还有一个迷惑项是 outgoing and persuvaive

但是我查了一下英汉双解词典（柯林斯）上面对organized的解释为
1）something that is organized is a planned an controlled on a large scale and involves a lot of people all taking part in the same type of activity.有组织的
2）someone or something that is organized is very efficient and works in a very effective way效率高的

按这两种解释的话，我觉得organaized 不太对啊, 因为organize staff里面这个organize和organized意思不太一样？

而且这样的话文中有提到需要lead, talk and organize staff---用persuvaive也可以解释的通啊

有哪位NN可以解释一下？或者同样有疑问的同志们讨论下~

另外补充下我查到的persuasive的解释 something or someone that is persuasive is likely to persuade someone to believe or to do a particular thing.有说服力的

我觉得按照这个英文解释完全可以支持JJ提到的需要 lead, talk, organize stuff啊

我觉得寂静里是不是想说lead, talk to and organize staffs呢？（也就是说全和staff相关，而不是lead,talk和organize）

如果是需要lead, talk to and organize staffs，那跟manager是不是“效率高的”有什么关系啊？

好像关键是选项中organaized这个词的意思怎么理解...
