题干木有说，政府一定会做反应，只是说了政府唯一的反应就是监管~

难道最后一句不是这个意思吗？难道是我以偏概全啦？

最后一句话说的是： public criticism of services。不是public criticism of policy ^^
government respond 的条件是“ public criticism of services 已经很严重 + 该services are socially necessary"
