I found what OG's explanation for 43 the opposite from 毛毛's version. Correct me if I'm wrong. what OG said is that: Countries with daytime headlight laws are all farther from the equator than is the continental United States. The location is significant because daytime visibility is worse in those countries than it is in the continental United States. How effective at preventing collisions would such laws be in the US with its greater proximity to the equator? It is reasonable to conclude that such laws would be less effective at preventing collions there than they are in the countries farther from the equator.

Put it in simple, since US is closer to equator than countries than have such laws, the effects of the law on US in preventing collisions would actually be less than on the other countries.
