作的时候选的C，参考答案是E。

其实觉得C也不大对，但如果单凭申请教师职位的人增加了40%就判定NEWTON学校不缺老师的话，

那么前面一大堆的数据，包括年代和增长率，起到什么作用呢？

感觉有点混乱，请指教，谢谢。

个人意见,C肯定不对,有没有shortage客观的,学校contemplate是主观的,因此不能解释这个discrepancy.

E的意义其实就是,应聘teaching positions的人本来就很多(超过了positions available数40%),这个的话,相比起之前说的下降个5.7%,5.9%就不算什么了,所以才does not face a shortage
