请教一道关于白勇全解的逻辑主语的题

书上说选D，但不是做题原则一直是强调逻辑主语正确么，D的字面意思是 95 percent 存在不安全情况（这样的选项不是应当首先排除的嘛）
我觉得起码应该是95 percent of them(就是前面提到的75 play grounds)才标准啊
但我其他选项看着也怪怪的，麻烦大牛们帮个忙呀~~~

这里的ranging做伴随状语修饰conditions

句子拆分： a survey .......found......(95% unsafe conditions ......)
and 前后必须是独立的主谓结构，如果是and ranged 前面只有主语95% unsafe conditions 。所以they 其实是指代unsafe conditions ，ranging修饰conditions。
