为何 C 是正确的呢？在原文中作者明明已经提到了overcharged和undercharged的人数是一样多的，他并不是没有考虑人数不同的可能性，而是将它作为一个理由告诉我们。而对于B来讲，就是由于针对作者所说到的：两者的数目相同的问题进行了反驳，那就是虽然量上相同，但是rates尚有差距，那么就达不到statement balance了。
