The answer is E. If adequate means a small enough budget, no objection would be raised. It it means a huge budget, it would be objected.

For 133, E is right since the natural process might take TOO long to take effect.

文中科学家担心carbon上升到危险水平,作者结论说carbon不会上升到危险水平;
      而E:allow wide fluctuations in the carbon level in short term.却暗含carbon还是有可能上升到危险水平,所以科学家们担心的事仍可能发生。
      故E削弱

看到133的解释是,自然可以处理二氧化碳含量的波动,短期的,但是题目中给出的是二氧化碳的持续增加,就不是波动了
