大概意思是说虽然SG在南方过冬的地方是狩猎取，但当狩猎到的SG达到总数5%后狩猎季节就停止。

意思是说自最后一次狩猎期提前结束（也就是说捕杀到足够SG的时候）的日期以来， 已经很多年没有再提前结束了。 这说法其实就是间接告诉你SG这几年的捕杀量一直都没达到5%限制，所以就算降低限制也没有用，削弱了结论

所以B选项是正确的

C和D都是迷惑选项，C每年捕杀的SG都增加，降低限制后捕杀的SG仍然可以增加，甚至增加更多，加强了结论
