说说第一题我的愚见吧，其实E选项和文章没有什么关系，并没有体现到底环境控制的变化会带来经济什么样的变化，仅仅在阐述一个事实而已。这个环境控制最弱的地方经济有一点点增长，但是并不清楚如果加强环境控制以后经济会增长更多还是会反而倒退。不能用一个静态的事实去得出一个动态的结论。
而A是说之所以这些环境控制最强的地方经济增长其实并非源自于环境控制，而是来自他们投资的大量钱到教育和培训。因此就说明控制环境不能促进经济增长。
