首先想问一下 “ who retired to Florida” 是指别的州的人退休了之后去 Florida吗？
麻烦给说一下其中的逻辑链非常感谢！！

题目里面说的是：the percentage who retired to Florida has decreased;

答案里面说的是：The total number of people who retired and moved to another state has increased;

the percentage who retired to Florida = The number of retired to Florida /The total number of people who retired and moved to another state;

So, The total number of people who retired and moved to another state增加----〉the percentage who retired to Florida 降低;

So,以the percentage who retired to Florida has decreased 不代表 The number of retired to Florida 减少.
