参与国家统一的认为应该控制所有污水质量，不管环境危害是不是可以追究到某一种污水上去（即： 一共ABCD四种污水，即使只有A有害环境，我还是要把A-D都控制住）。

但是问题是，万一这正有害的是气体E，A-D四中污水都对环境无害的话。。。。。

谢谢楼上，可是B选项说任何成为控制对象的物质都可能造成实际的环境伤害，不是应该有利于过度限制，而不是避免过度限制吗？

你要证明一下哪一项，才能避免过度控制？

我要证明所有我要控制的东西实际上都能造成环境危害。

如果不能证明这个，不就是说明我完全是在做无用功么。
