孤立的这一句话只能看成"对海洛因的使用上升了"，仅此而已

至于人数还是人口比例，至少得看上下文吧

这就是一个argument的结论，证据只有一句话，说是“拜访医院急诊室的海洛因使用者的比例上升了25%”，所以很迷惑的，结论到底什么意思，是指比例还是数字上升？
