1.国家允许外科医生通过切除手术获取利润，这个事实本身并没有问题，但作者却认为足以使人对政治性的人道感到绝望，说明针对的是一种非正常的情况。A就是一个极端的例子。

除非冬天特别严寒，天然气价格也可能保持较低。题干从油价跳到天然气，肯定这二者有关联。B提供解释性的加强，说明两者价格可相互影响。E必错，因为severe winter weather 的情况已经在结论中排除，是无关选项。

B means that the industrial users do not have to spend a high extra fee to switch between different fuels.So, when the oil price is low, it is lucrative for them to use oil, and thus the damand for gas would remain low.
