为啥选C? 这里的long term saving rate到底指什么?

LONG TERM SAVING RATE = 长期存款的比率

这题说存钱进这种帐户可以免税,但存钱人必须到达65岁才可以取钱,不然就要把之前减免的税都补上. 题目一开始就说了这个计划是为了提高长期存款的比率.

只有C达到了这个效果(INTENDED EFFECT)

我认为long-term saving rate应该是指the rate of citizens who save their money in a long-term saving account。legislature implemented这个special accounts的计划,目的是为了让更多的citizens把钱存到long-term saving account,而C选项正好提到
这点,support了结论。

long-term saving rate =长期储蓄率。  题目其实想说免税政策能吸引到人来储蓄   因此support要围绕政策有效,其他都是不相关信息

A.钱存在哪里与题目无关

B.想利用这个政策免税的人,实际上大部分无法做到。  相关 但无法支持观点 

C.政策有效

D.过去的十年用于储蓄的收入比例变小   讲收入,而且和以前比较 无关

E.享受政策资格   而不是说有效               无关
