有个疑问，对于措施目的性文章来说，削弱是当措施一定发生，但是目的达不到，这题措施是化石提供给学校和博物馆，目的是增加可供研究的化石数量，但是我觉得E选项的表述是措施没有发生（因为他们都不收集化石了还怎么提供给学校和博物馆），请大神们指教.

commercial fossil hunters找到的化石，基本都给了individual collectors；
为了让研究所用的化石数量增加，禁止commercial fossil hunters把化石给individual collectors；
==》这两句话中，第一句是事实，第二句其实是一个结论。结论得出的逻辑前提是：化石不给individual collectors，那么就会给research所用。（但是这个前提在题干中是没有的）
所以如果这个前提就不成立，那么结论不成立，所以反驳了结论。
