题干其实就是说:药厂的新药价格贵,因为当中有专利费。这样一来,把是很多人买不起新药。所以政府想取消 新药的 专利费,让更多人买的起。

我的理解是:
这个题就是C和D之间有些搞。

C说,在一些城市, 新药产品专利不能注册,新药生产专利还是能注册的,所以 售价中还是包含专利费,价格还是很高的,人们还是买不起。
但是这只是 some cities的情况。
全国的大部分城市是不是这样不知道。尽管在这些城市,政府的做法无效的,但全国范围内说不定是有用的,所以不能weaken.

D说,没专利费,药厂没钱研究 新药了,不做新药,我们都买不到了,那么 自然 更多人买的起的愿望也就可能落空了。这样gov的做法就无效了。

44和45 都是有因无果的削弱

65是无因的削弱
