死活不懂，怎么看怎么觉得是D.答案是C

A.文中第一句the fatal airplane crash last August已经客观存在，说明飞机旅行并非相当安全。与文中事实相反。

Use negation method.

If you negate C, you will get: mechanical problems in airplanes HAVE increased by 50 percent since last August.
If mechanical problems in airplanes HAVE increased by 50 percent since last August, then the original conclusion (more tringent rules of reporting mechanical problems would NOT account for the 50% increase in reports of mechanical problems) would be wrong.

Hence, C is the assumption
