The first one is from the hospital critics.

Why is E? the answer is wrong? Should it be D?

Critics of the hospital have concluded that

第一句是critics的结论啊

however表示official是反对此结论的,而且第二句里还说了,FALSE

明显是反第一句的

同意2楼的,第一句是city official反对的,第二句是他得出的结论(经过调查后)

是啊,但是the first sentence is what critics of hospital proposed.

D 和 E 的区别是什么?

critics of hospital 不就是 city officer opposed的吗?

所以D 和 E 说的不是应该是同一件事情吗?

你看D是说support for the conclusion of the city official’s argument,是支持

而E说states the conclusion of the city official’s argument,就是说不是它来支持,而是它就是这个conclusion

这句话明显陈述了结论,而并不是去支持结论
