我大概读懂了题目的意思,但是未掌握到题目的逻辑意义。有点摸不清楚题目要传达的意义。也不明白为什么要选E

我觉得题目的意思是:"政府”并非作为制定政策的独立实体而存在。相反,被民主选举的一群实用主义者对选民很敏感。他们制定的政策会导致他们被重新选举。因此,如果公共的政策不关心环境,并非因为政府的堕落,而是因为被选举的官员相信________
