这个complete我觉得是weaken的思路。原文说大的卫星对于观测有干扰，因此要通过爆破那些没有用的大卫星来减少干扰。题目问的是，为什么这个方法是不好的。weaken方向是爆炸不能减少干扰，或者爆炸以后会增加干扰。

爆炸会导致很多碎片，如果碎片增多会使得观测无法进行，那么就不能达到原来的目的--即减少对观测的干扰。也就是E说的内容。

D的意思是减少干扰的唯一方法是到一个至高点去观察。如果D正确的话，爆炸就不影响干扰了，因为爆炸以后还是可以找一个至高点去观察的。那样就不能得出结论说，爆炸的这个方法是有问题的，反而有点support原文了。

我是这么想的，不知道讲的是否清楚。
