我试着分析一下．

事实一：居民拥有的汽车是总里程数在两年里增长了４０％

事实二：同期，事故中伤身的汽车拥有者的人数去上涨了３００％

让寻找这相差比较大的上升的比例的解释．

这里我觉得有个细节要注意的：residents killed each year as car occupants（拥有者），作为汽车拥有者被杀．这样一来，死亡增长如此之快，只能跟汽车拥有者有关，可能是起技术不好，Ｄ是正确的．而与乘客多少没有关系了．
