When demand fro a factory's products is high, more money is spent at the factory for safety precautions and machineary maintenance than when demand is low. Thus the average number of no-the-job accidents per employee each month should be lower during periods when demand is high than when demand is low and less money is available for safety precautions and machinery maintenance.

为什么说首句说更多的钱花在安全预防上，而末句说更少的钱可用于安全预防？

OG182题中有类似的地方
原文中说，在史前没有任何一个其他文明应用的工具与出土的一致，答案却是另一个文明所为。

the accidents should be lower during periods when ( demand is high) ... than when ( demand is low and less money is available )

the same as saying : more spending when demand is high, and less spending when demand is low.
