 inferred,说明是归纳题

原文的推理过程是这样的: public criticism of childcare service undermine confidence  \____

                                                                            (两个条件)        --> respond  -->regulation-->expensive

                         services necessary                                           /----

a,quality原文没有出现

b, 是以上推理的过程 ,正确 

c, funding原文没有出现

d, confidence & strongly voice are different

e 是regulation-->expensive 的否命题,不一定成立
