关于ＢＦ题的一点贡献，外加两道不明白的题

搜寻了一些资料，找到如下重点考察词汇的解释：

fact:
1) 客观事实，已经发生，不能用于将来
2)只能评价、研究、分析

principle:
1) 一种准则，可用于过去/将来
2) 比fact运用更为广泛

premise:
1)证明argument中的first part为正确的内容
2）一般比Evidence离Conclusion远一些，可以由Idea和Principle担任。

background
1）一般比Evidence离Conclusion远一些，可以由Fact和Principle担任。
2）也许不能推出结论

consideration
1）Something which was taken into account or given some thought before arriving to the conclusion.
2) 是从某个角度去考虑，而不是具体的考虑因素

evidence:
和Conclusion最接近，是Evidence-->Conclusion的形式，可以由Fact和Principle担任。

本来对这句话还挺明白的，就是说“过去５年人口recording记录持续下降，这主要是因为tax 计算方法影响，基于economic incentive，当地减少人口recording，并且想要做到这点也很容易”。
上面还挺明白的，可是后面怎么突然冒出了“it is reasonable to think that the reported declines did not happen.”这个结论阿。

实在搞不懂

因为逃税所以少报人口，所以人数并没减少。
其实这题不用搞懂就能做，当然开始弄的话要精读
