这个题目不是真题,不知道哪来的  做完效果..对我来说 不做比做好.

但是我有个问题，将E取非，为什么如版主所说会引起乱停车的下降呢？就如警察只能做一件事，如果开一样多的超速罚单，又管禁毒，那应该没那么多人管乱停车，乱停车问题会增加吧？与事实打击乱停车相反，从而削弱原文。

希望nn给我指点下，哪里思路有问题？
